C4 and its members invest time and resources in a number of policy and outreach initiatives in support of the industry and our communities.

Canadian Environmental Protection Act

Enacted by Parliament in 1999, the Canadian Environmental Protection Act (CEPA) has aimed to prevent pollution, safeguard human health, and protect the environment. As part of a legislative mandate, the government of Canada has initiated a review of CEPA and is now holding consultations on the future of CEPA, post 2020. C4 has and continues to be active on CEPA from its initial development in the 1990s to reviewing and providing input on the current consultations.

C4, along with representatives from other industry sectors, is a member of the CEPA Industry Coordinating Group (ICG). The ICG meets routinely with government officials on CEPA issues.

Canada’s Chemical Management Plan

The Canadian Environmental Protection Act (CEPA) requires both Health Canada and Environment and Climate Change Canada to assess approximately 23,000 chemical substances listed on the national inventory, the Domestic Substances List (DSL).

The Chemicals Management Plan (CMP) was announced by the Canadian government in December 2006. As part of the early process, 193 high priority substances were grouped into 12 “batches” for risk assessment. Several chlorinated substances are included in these batches.

Since 2016, the Government of Canada has progressed on the third phase of the CMP (CMP3). The approximately 1600 remaining substances will be assessed and managed, if appropriate, for potential health and ecological risks. CMP3 uses group assessments, novel risk management approaches, and stakeholder consultations to deliver effective results.

Stakeholder Engagement

To succeed in its mission to communicate the benefits of chlorine chemistry to Canadians, C4 cultivates partnerships with municipal, provincial, and federal agencies to distribute informative resources, submit articles on current disinfection topics for community newsletters, and exhibit at trade shows and educational conferences. The primary stakeholders and resources C4 provides to those stakeholders include:

  • Public health inspectors – C4 provides public health inspector resources such as pictogram posters and safety videos that cover topics on norovirus disinfection, kitchen and restaurant disinfection, and pool chemical use and storage. C4 exhibits at the national Canadian Institute of Public Health Inspectors annual education forum where public health professionals from all over Canada can get the latest disinfection posters and information for educational use in their home provinces.
  • Pool and spa professionals – At the Canadian Pool & Spa Conference & Expo, C4 provides pool chemical handling and storage safety videos that help train those responsible for safely maintaining pools.
  • Utilities managers – Often responsible for outreach to the school systems, C4 provides “The Adventures of Team Chlorine” activity book to educate children on the many everyday benefits of chlorine chemistry.
  • Newsletters – C4 regularly contributes articles on topics of interest to various newsletters targeted at public health inspectors, schools, retirement homes, and restaurants. These articles cover issues such as well water disinfection, pool health, and pathogen control on food preparation services.

Rail Service and Safety

The rail lines transport the majority of chlorine in Canada. C4 is an active member of the Chemistry Industry Association of Canada (CIAC) Rail Committee, which advocates for safe transport and efficient service from Canada’s rail providers.

Particularly concerning to the chlor-alkali industry is the potential for labour disruptions in rail service that result in shipment delays and, in some cases, transportation stoppages. Because chlorine is used in drinking water disinfection, a supply interruption could put public health at risk. C4 is committed to working with the CIAC Rail Committee to provide input to both rail service providers and the government so that Canada’s railways can provide consistent service while remaining a robust and financially healthy entity heading into the future.
